Arizona Primary Legal Materials

INTRODUCTION

In Arizona, if an Agency is considering a new rule they will first file a Notice of Rulemaking Docket Opening. The Agency then drafts the proposed rule, and files a Notice of Proposed Rulemaking. 

The proposed rule or regulation is first printed in the Arizona Administrative Register.  After the close of a comment period the rule or regulation is submitted for approval. If approved, the final rule is codified in the Arizona Administrative Code.

ARIZONA ADMINISTRATIVE REGISTER

The Arizona Administrative Register contains notices of proposed and final rule changes before codification into the AAC. Has index to rule making and separate index for Governor's appointments, proclamations, executive orders, and Attorney General opinions. Issued weekly online. It is no long available in print format.

The Arizona Administrative Code is the codification of all final agency regulations. Organized into 20 topical titles and updated quarterly. It is no longer available in print.
