Arizona Primary Legal Materials

Even though most state agencies issue reports, none of them provide print copies, so you must look online at their website either for the report or  how to contact the agency to access it.

Some state agencies like the Board of Tax Appeals and the Department of Revenue, provide decisions on individual cases.  These decisions are different than judicial opinions.  For one thing, these state agencies, unlike judges, do not decide matters of law.  However, these state agencies do make factual determinations and can even adjudicate the rights of parties.  

Arizona Board of Tax Appeals

• Decisions, (Official) Phoenix: By the Board of Tax Appeals, contains appeals from Department of Revenue decisions.  
• Decisions (Unofficial): Online version, contains decisions from 2001-2014, does not appear to be regularly updated.

Office of the Attorney General

• Attorney General Opinions: (Official) Arizona Attorney General, (1999- ) — Formal legal opinions by Attorney General offering guidance to school districts, agencies, public officials, legislators, and court personnel in day-to-day operations. Issued by year-opinion number. 
• Also available in print in the Arizona Section for the years 1994-2003.

Arizona Office of Administrative Hearings

• The Arizona Office of Administrative Hearings maintains a collection of administrative decisions for many state agencies including the Acupuncture Board of Examiners, Agricultural Employment Relations Board, Board of Athletic Trainers, Board of Barbers, the Board of Occupational Therapy Examiners, the Board of Osteopathic Examiners, Department of Financial Institutions, Department of Liquor Licenses and Control, Game and Fish Department, State Department of Housing, the Arizona Lottery, the Medical Board, State Board of Optometry, Arizona State Parks, State Retirement System, State Veterans Home.  

The Arizona Department of Revenue

• The Department of Revenue provides decisions from 2002-current.

• Tribal-State Gaming Compacts
  • Available from the Arizona Department of Gaming.
  • Agreements between Indian tribes and state regarding operation of gaming casinos.
• Arizona Corporation Commission:
  • The Arizona Corporation Commission (ACC) sets rules, regulations, and orders regarding public service corporations (utilities, securities) in Arizona, investigates and holds hearings on rate setting, and retains the public records of all corporations doing business within Arizona.
